Prof. Cowen, President of Tulane University, with Prof. Dozier and Prof. Chen, visited China Medical University

Writer: Yi-Chi, Ashlen, Weng Translator: Yi-Chi, Ashlen, Weng In order to promote the international status, CMU has had active cooperation and had positive academic exchanges with our partnership institutions at home and abroad for a long time. Prof. Cowen, President of Tulane University, was invited by MOE to visit Taiwan, and CMU was the main organizer for their visit. Prof. Cowen, together with Prof. Dozier, Vice-President of Tulane University, and Prof. Chen, Professor of Tulane University, visited Taiwan from 27th of Oct to 30th of Oct 2009. During the trip, Prof. Cowen signed MOU with National Taiwan University, Asia University and China Medical University, met Vice-President Vincent C. Siew, visited Show Chwan Changpin Hospital, and had Tulane Taiwan alumni banquet and luncheon. Not only did a visit of Tulane University solidify the friendship between both universities, but it also benefited both parties in academic field. Prof. Cowen and Prof. Dozier arrived in Taiwan, meeting Prof Chen at the airport on 27th of Oct morning. They, along with Prof Leung and Yi-Chi (Ashlen) Weng, China Medical University, went to National Taiwan University to sign MOU and visited President Palace to have a meeting with Vice-President Vincent C. Siew in the afternoon. During the meeting, Prof. Cowen mentioned several points about national disaster management, including the need for pre-disaster planning, the need for an accurate assessment of the situation, the need to prioritize actions, the criticality of timely decisions, the necessary flexibility of personnel in a disaster, the importance of timely accurate communication, the importance of focus and the need to take care of people engaged in disaster response which he learned from Tulane’s experience with Hurricanes Katrina, Ike and Gustav. They also discussed the issues in relation to beef import from the US, National Medical Insurance and Education. On the second day, the tour visited Lite-On Corp. in the morning and Show Chwan Changpin Hospital in the afternoon. Dr. Minho Huang sincerely received the tour and provided physical therapy, spa, which eased their tension. The following day, the tour arrived at Asia University in the morning to sign MOU, visited winery and had a luncheon with the staff from Asia University, and then the tour visited China Medical University to renew MOU. After the singing ceremony, Associate Prof. Bih-Cheng Chen, Curator of Lifu Museum, guided the tour at Lifu Museum of Chinese Medicine, and then visited China Medical University Hospital to experience TCM therapies which gave them a wonderful time. On the last day, the tour visit Mr. Yuang, Director of DOH, to discuss topics in relation to public health and National Medical Insurance, and then Prof. Cowen had a press interview provided by United Daily News, which published the interview article on 31st of Oct. After going back to the US, Prof. Cowen pointed out that he regards Taiwan as the center of the development in Asia, encourages students to experience different culture, looks forward to having more academic exchanges with China Medical University. He plans to come to Taiwan next year for a symposium about national disaster management and invites Prof. Sung, Director of Center for International Affairs to participate in the symposium. Not only is Tulane’s Taiwan visit beneficial to both universities, but it is also advantageous to CMU’s international status.
